The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are released from multiple capitals. Significant resources is allocated on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a ability provided through current data. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.

Persistent Threats

Following this, a heavy machine gun engaged a drone close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to replace in the near term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.

Tactical Assessments

It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to force Russia to abandon the land that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from believing that the status quo will not change more in its favour in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but preventing a complete military breakdown until circumstances change in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.

While new plans based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
